[rules-users] dialect in decision table

No, I am not suggesting you can do that with Drools Expert and XLS decision
tables. You are not able to specify the dialect when using XLS.

You might be able to work around this by importing an almost empty DRL that
has a package level dialect attribute first and then add your decision
table.
