[rules-users] permgen leak

increasing the size solves the "out of memory exception". but didn't solve
the leak. i can increase it to 2G and i will be able to work,  but will fail
in the next deployments.
this memory won't cleaned up, only if I will restart the server. the leak
can't be solve by increasing the memory.
and yes, without insert any facts, memory is being 500 mega, after fireAll()
it being 650 mega.
