[rules-users] Dynamic Rules and Eval

It's a bug, possibly a regression from 5.2.0 that has been in 5.3.0,
5.4.0 and is still in  5.5.0.

It should be very simple to add http://codetidy.com/6206/ as a test
case so that this will be fixed.
