[rules-users] Unable to initialize KieBase from Windows file system

It will have to be fixed in most places.

And here is another one:
KieBuilderImpl.generatePomProperties uses "\n" for line delimiters.
That's not a problem with XML, where it only affects the readability.
See generatePomXml.
