[rules-users] ActivationCreatedEvent occured but rule never Fired

Hi,

I've noticed today that we have some rules that are activated but never
fired. How could it be possible ? I've read in the documentation that rules
are fired until the agenda is clear, in which case control returns to the
calling application.

We're using v5.3.1 of Drools library.
