[rules-users] Time Scheduling - Routing (OptaPlanner)

1) Build from master (git clone + mvn clean install)
2) open the VRP example, click on the button "import",
select subdir timewindowed and open a solomon instance :)

Beta4 is being uploaded as we speak. Just follow the 2) steps with with 
that zip too.
Problem is, the timewindowed gui isn't pretty yet, but it works :)
