[rules-users] how to use temporal relation/sliding window features for the same type of events?

I need to add rule for filtering an event for 2 hrs. i.e. The action would be
taken once event has occurred for the first time & then all the events of
the same type would be ignored two hours & action should again take place if 
event has occurred anytime after 2 hrs.
How should this be written using Temporal relations or sliding window
features?
Or are there any other ways to write the same?
