[rules-users] configuring timings for event expiry

To shed more light at what im trying to do is to make sure an event has
happened during another event.

in my example i want to make sure that AckEvent matches the id of
BuyOrderEvent but within a custom time slot set by an attribute of
BuyOrderEvent.
