[rules-users] Action Object and Condition Object in XLS DTABLE

Add an additional CONDITION for ActionObject.

You'll need to probably add a constraint for "this != null" and put an X in
the rows; e.g.

CONDITION
$a : ActionObject
this != null
X
X
