<p>Just like the DRL you'd use to declare facts. The Declare keyword in the RuleTable is really only a placeholder for (any) free format DRL but conveniently reserved for use for declared types (historically people added declared types to the Functions keyword, or similar). </p>
<p>If however the XLS is imported into Guvnor and converted to a web guided decision table the Declare section is converted into a declarative model in Guvnor.</p>
