Oh, it wasn't explicitly mentioned so far that this problem occurs when JBoss can't reach the internet. Unplug your network cable, and let Seam try to resolve a stale DTD/schema ref in a pages.xml file.
Those most likely to be bit are ones who've upgraded Seam, and have broken their pages.xml into smaller bits which are harder to track down.
