Refactor excel and pdf document servlet config to a common place now that the DocumentServlet/Store is common

Both the IText and Excel sections deal with configuring the DocumentServlet to serve files with proper extensions. This section could be moved out since the component itself was refactored out of pdf to support both file types.

In addition, is there a namespace error in the pdf-section:?
