Page actions do not work without Facelets

I updated seam 2.0.2.SP1 to 2.1.1.GA.
I updated .page.xml to refer to the 2.1 XSD.
However, page actions did not work.
.page.xml is ignored.
I debugged and found the cause.

         String viewId = "/" + fileName.substring(0,fileName.length()-".page.xml".length()) + ".xhtml"; // needs more here

I am using not facelets but jsp.
