I have checked the clear checkout on my home machine and after initial build with internet connection and switching to offline I can see the same content in target copyseamdependencies, but it downloads mvel jar from local maven repository in my home dir .m2/repository.

so there is no requirement to be online. Can you see different issue(s) with it?
