We need to add support for configuring gateway bindings and service implementation code using properties.  SCA provides a standard way to represent this in SCDL, so this JIRA covers:

- Adding config layer support
- Updating core to query/resolve property values
- Updating components so that properties can be resolved
- Evaluating how dynamic update of properties can be achieved at runtime
