The current admin structure does not support components that do not provide any services.

The best examples are the consumer and web modules in the multiApp demo.

An interim solution may be to change the component-service relationship from a 1:1 model (displayed as a service), to a 1:0..1 model (displayed as a component, with possibly no service).
