  Update parent pom version to JBT 4.0.0.Alpha1

* Remove the relativePath tag since it is no longer necessary due
  to downloading the parent from the maven repository and doubly
	has the potential to confuse builds as relativePath supercedes
	version downloading.

  wsdl plugin needs to depend on apache xerces

* wsdl plugin already depends on jdom but its dependency on apache xerces
  is optional and does not get included when building with maven and
  executing the wsdl tests.
