  TEIIDDES-2137: War resources not being downloaded

* The webservice.lib plugin contains a builder to auto-download the war
  resource libraries yet this builder was not firing and there is no hint
  that the libraries are not present

* Adds all the libraries to the plugin classpath so that an indicator will
  show the libraries are not present and demonstrate that the plugin is
  invalid.

* Ensure the builder has the correct settings for auto-building
