ConfigurationChangeEvent is thrown by XMLConfigurationMgr code, however with sequence, initialization of this class, the MessageBus is set to NoOpMessageBus, thus no ConfigurationChangeEvents flow through.

ResourceFinder should not return a NoOpMessage
