It seems like this won't quite work the way that we would want.  We can add optional dependencies to a service and add a servicelistener to detect up/down transitions for dependent services, but you can't remove an optional dependency.  On the other hand it's unlikely that we'd accumulate so many optional dependencies that we'd get an oom condition.
