I'm ok with either a separate doc or creating a new section in the reference. The rationale for a separate doc is there will be a lot of cross-referencing to the developer guide if you are describing modifying translators (using a non-builtin translator property). With https://issues.jboss.org/browse/TEIID-2043 I would also mostly omit the debug log from the problem/solution and focus on the processing plan / annotations.
