Per SteveH suggestion, added a "status" check such that when a materialization view is being accessed, it will issue a query like below to fetch the results of the materialized view

SELECT * FROM MAT_VIEW WHERE EXISTS (SELECT MVSTATUS(Valid, LoadState, OnErrorAction) FROM {statusTbl} WHERE VDBName=? AND VDBVersion=? AND SchemaName=? AND viewName = ?)

Where "MVSTATUS" is a system function, which based on the validity and LoadStatus carries out the "action" defined by OnErrorAction. Currently it code allows THROW_EXCEPTION, IGNORE actions.
