Base on the previous work
* SYSADMIN.matViewStatus - can use to retrieve both external and internal Mat view status
* SYSADMIN.loadMatView - can used to refresh both internal and external materialized table
Now the work left is let SYSADMIN.updateMatView compatible with internal's SYSADMIN.refreshMatViewRow and SYSADMIN.refreshMatViewRows
