The immediate need for developing these templates have lessened, so moving to 10.2.

There is follow up needed on TEIIDTOOLS-296 to determine the expectation for the postgresql url and bind variables in general.  

We can also prototype these using ansible and/or using a layered rather than image approach to including additional artifacts.
