Updated to run the rewrite when there is a function present.  

This was only partially resolved in 10.1.0 and 10.0.2.

The Postgresql ODBC driver appears to interpret those {fn CONCAT()} calls and converts to a "textcat()" function, which then results in a parsing error from Teiid since we don't support a textcat() function.
