Added an initial implementation that is somewhat compatible with the admin api, but removes any vdb, domain, write, and admin api methods.  

The mbeans are under org.teiid

We'll leave this undocumented for now as it may undergo refinement, such as creating actual mbeans for the engine and worker pool stats.
