That seems odd.  Are you saying that you did get better plans and then something changed?

In any event you'd have to provide more details to make it clear as to what you are seeing.

Once an issue is marked as resolved the resolved versions show what releases it is in.  TEIID-5682 is not resolved.  TEIID-5683 is resolved for 12.2.
