[webbeans-dev] Spec draft with 330 annotations

Changes in this draft:

* use of JSR-330 annotations
* Policy -> Alternative
* @Observes(notify=...) -> @Observes(receives=....)

There are a couple of other minor clarifications requested by the RI
team, but these are the main changes.

We still need to resolve this issue of static injection....
