[webbeans-dev] Simplified definition of @Dependent scope

I've simplified the definition of @Dependent scope, which helps make
dependent objects much more usable by third-party extensions like, for
example, wicket integration.

See 6.1.1, 6.4.2, 11.2.1 and 11.2.3.

I think this is a big improvement - but I hope I didn't break anything.
