Ok, here is what I've done.

Edited Web Beans notification so it is now called Weld Notification and 
send to weld-issues at lists.jboss.org
This means changes in WB* and the new WELD* projects will all go to 
weld-issues at lists.jboss.org.

Created three new projects with the same assignee default (unassigned), 
notification (weld) as the existing webbeans:
WELD
WELDX
WELDINT

sbryzak2 is the current project admin so Shane can have fun do the next 
steps.

The next steps should be to:
Proper url, description and recreate the exact same version and 
component names.

When that is done bulk moving the issues becomes trivial and something I 
can do in case you don't have bulk manipulation rights for the projects 
(I think project leads does though)
