[weld-dev] JIRA outage

WELDX and WELDINT (previously WBX - Web Beans Extensions and WBINT - Web 
Beans Integration) are now ready to go also.  Please create any new 
issues for these in the new Jira projects.  Still remaining is WBTCK - 
Max could you please create a CDITCK project for me in Jira?
