CLI will work, but there is nothing really there to manage, except for 
logging and the core server (system properties, management interface etc).

You could deploy something, but as there are no subsystems the 
deployment can't really do anything (there is no Servlet, no EJB etc).

The whole point of core is that it is a platform for other projects 
(like the ones Bob mentioned earlier) to build on.
