In any case WFCORE-1106 is not really related to the problem you are
seeing, beyond improving usability once it happens.

You are ignoring the response you get from there server, as once you do
remove filter, server says "reload-required"
which means that before you can re-add filter with same name again you
should reload server,
or do this kind of operations in admin mode (not sure what your use case
is).

Said all that, looking at code it should be quite trivial to fix the code
to no require reload on remove, so can you file jira
to WFLY project and assign it to me.
