I've created a role to add json files into a config map which can be reused across APBs. This role can be found here: https://github.com/aerogear/oc-patch-file-to-configmap-role.

I've also created a PR against the keycloak APB which implements this role to add a blank dashboard as part of the keycloak provision. https://github.com/aerogearcatalog/keycloak-apb/pull/30
