AeroGear / AEROGEAR-7557 Implement scaling down if there are no shared service slices for a service instance Change By: Craig Brookes *What* For a given shared service instance of type keycloak, if there are no assigned shared service slices, During the operator keycloak reconciliation loop a check should scale down be done on the instance {code} status . When  a request for a shared service slice SharedConfig.CurrentSlices {code} If the value is made it should 0 then scale it back up the keycloak server and database should be scaled down .
