Create a react header view Update git hooks in mobile-sercurity-service to be used across the entire app. Display Title make appropriate UI checks (linting , username, and actions to log out. etc)

Needed At present the git hooks used by the mobile-security-service only make checks related to display the title and user information including logout functionality go server code .

May be able With the UI housed in the same repo, we need to reuse some stuff from apply these checks to the MDC title bar react .
