Thank you for the research Laura Fitzgerald. It is unfortunate that `npm ci` ignores it. There is very little we can do in this scenario. We will have to document the minimum Node version in the Readme so at least people have some way of seeing it.

This isn't a huge issue anyway as it is purely for development and we are the only team currently doing development on this service.
