We got feedback from RHSSO team that we should upgrade to use the latest version (7.3) for our release. The corresponding version of Keycloak is 4.8. If we do so, it will also help us to address issues like https://issues.jboss.org/browse/AGMS-113.

After discussion with Christopher Foley and Gerard Ryan, we think it's best to try do the upgrade now so that QE can verify the service.
