Description: When paging through items, the last page should only show the remaining items in the set, not the last full page of items.

Steps to reproduce:
1. Create a data set with 5 items
2. Set paging to 4 items per page and get first  item  page  (ex. /cars?offset=0&limit=4). Returns items 0 - 3
3. Get next page (ex. /cars?offset=1&limit=4)
4. Expected result is item 4 but instead returns items 1 - 4
