What

As part of the reconciliation, once a keycloak resource has been marked as provisioned. It should go through a final check to see can it be marked as complete.
If there is a sharedserviceinstance associated with this keycloak resource (should be in the status)
that shared service instance should have its status marked as ready
We then should create a shared service plan for keycloak and mark it as ready so that the broker will pick it up and display it to the cluster
