I cannot replicate this issue. However I think I know that might happened.
IF the merge request from IOS was coming thru it can take while on IOS to restore connectivity to SIm card, so merge can be retried couple times before it was pushed to second device. I have played with that and really could not find any other explanation for cause of this issue.
