The problem is how mySQL handles UTF-8. I've send a PR that appends some encoding params to the connection URL. That should fix the issue but only for fresh deployed cartdridges, for existing DB, it might be possible that the DB has to be dropped. Maybe an update is possbile on the existing DB ( http://docs.moodle.org/23/en/Converting_your_MySQL_database_to_UTF8 ), Iwill do more tests tomorrow.
