Re: create test driver for public sender endpoint With the fake data from AGPUSH-1985 in place, we have a ton of devices, all with the same alias. Now, we need to use this ALIAS on the sender API. this PREVENTS the UPS from relying on the FCM topic feature. It means the UPS DB needs to load all tokens, instead of one tiny request to FCM (via topics).
