After some over and back with David Martin on this some work has been done for POC.

From the brokers perspective there a some changes to the broker and bundle-lib. These changes are on braches

https://github.com/philipgough/bundle-lib/tree/conditionals respectively

These changes have been integrated and tested with https://github.com/openshift/origin-web-catalog/pull/677 and with some minor work on the ui side are looking good.

Will close this ticket now with the view to revisit when ui changes are made and we have demo'd to the community for feedback.
