The custom resource broker is responsible for creating instances of custom resources for operators to act on. It allows us to leverage the UI flow of the catalog and also the ability for the catalog to manage secrets in user's namespaces.
Once the UI piece around operators becomes clearer it may turn out we don't need this for the moment though it gives us a useful bridge.
