Wei Li asked me to create an issue for this, based on a conversation we had.

Here are some reasons to consider doing this:

1. quay.io is better than docker hub.
2. OpenShift is the main target for our images (and they produce the base images many of our images) and they have moved exclusively to quay.io for OpenShift 4 images.
