Implement the catalog endpoint to work in the following way:

• read the SharedService custom resources.
• for any SharedServiceCustom resource that has a status of ready create a service and a "managed" plan
• for keycloak we will need to create binding params for creating the client and the user
• for keycloak slice provision I don't think we will need any special params so no params should be fine.
