I've been toying with the idea of providing a script that can be used to configure an offline server, see https://issues.jboss.org/browse/KEYCLOAK-898. It should be able to import a realm, reset admin password and also set some basic config for a realm such as enabling direct grant. I think that's a better way than having a system prop.
