Could we not have a rule that specifies the namespaces allowed for the customer?

As you said, the purpose of this change is to make sure the operator will only watch for the namespaces that we care about. In other words, we don't want the operator to watch for the namespaces that managed by the developers themselves. For example, if the developer creates the `MobileSecurityApp` CR in their own namespace, we don't want the operator to do anything about it.
