[MAR, Service Access] As Mobile Developer, I want to be able to simply manage whether a MAR can access Mobile Services from the CLI, such that a Mobile Service has a simple control mechanism for what clients it accepts requests from.

Acceptance Criteria

• Be able to specify a set of services the client is excluded from accessing and have the config for those services removed when retrieving the config
• Clear documentation on the CLI command
